Why In News

Recently, Twelve Opposition members of the Rajya Sabha were suspended for the entire winter session for “unprecedented acts of misconduct”, and “unruly and violent behaviour’’.

  • There are usually three session in a year:-
    • Budget Session:- February to May
    • Monsoon Session:- July to September
    • Winter Session:- November to December
  • This is the first time Rajya Sabha members have been suspended for misconduct during the previous session.
  • 12 Suspended Members included:-
    • Congress:- 06
    •  Trinamool Congress:- 02
    •  Shiva Sena:- 02
    •  CPI:- 01
    •  CPI-M:- 01

Rules of Procedure and Conduct of Business in the Rajya Sabha

Article 118:- Rules of Procedure

According to Rule 256 :- The Chairman may, if he deems it necessary, name a member who disregards the authority of the Chair or abuses the rules of the Council by persistently and willfully obstructing the business thereof.    

    • A member suspended under this rule shall forthwith quit the precincts of the Council.
