
Members of parliament area development scheme is a scheme which enables the members of parliaments to recommend developmental work in their constituency with an emphasis on creating durable community assets based on locally felt needs.

FEATURES OF THE SCHEME:-
- Rs. 5crore is allocated to each MP for a year since 2011-12.
- 1993-94 It was Rs. 5 lakh.
- 1998-99- Rs. 2 crore.
- Funds are distributed by MOSPI to district authorities, not directly to MPs.
- The funds are distributed in two installments of Rs. 2.5 crore each.
- funds are non-lapsable.
- In case of non-release of fund in a particular year it is carried forward to the next year.
- In SCs and STs inhabited areas MPS need to recommend work wroth at least 15% and 7.5% of their funds to create assets.
LIMITATION:-
- Not more than 50 lakh for one or more work in the life time of the society/trust can be spent.
- MPLADS funding is not permissible where MP and his family members are office bearers(पदाधिकारी).
- The relax grant of 1 crore for societies and charitable homes(deprived segments).
GUIDELINES FOR MPLADS BY MOSPI
- FUNDS PROVIDED FOR THE FIRST INSTALMENT;-
- Project implemented by government agencies- 75% of the project cost.
- Non-governmental agencies- 60% of the project cost.
- the entire amount would be released for smaller projects costing less than 2 lakh.
- project costing less than 1 lakh no amount would be sanctioned with exception in case of essential projects.
- list of complete works should be mentioned at district authority office and MPLADS website.
- Citizens of India can file RTI to know about the status of funds and work.
- Utilization of funds should be audited by charted accounted, local fund auditors or any statutory auditors.
- regarding fun utilization review meeting should be held by MOSPI.
COVID-19 IMPACTS ON MPLADS.
- The government of India suspended MPLADS funds for two year 2020 and 2021.
- The government of India directed these funds to be transferred to the consolidated fund of India.
- By suspending MPLADS, The government is seeking to gather around 7900 crores.
- The opposition criticized this move.
