Why in News
The Constitution 127th amendment bill was introduced in Lok Sabha by the minister of social justice and empowerment, Virendra Kumar on 9 August 2021 and which was passed by the both houses. The Bill amends the constitution to allow states and union territories to prepare their own list of socially and educationally backward classes.
- The OBC were found to comprise 52% of the country's population by the Mandal Commission report of 1980.
- In the Indian Constitution, OBC are described as Socially and Educationally backward classes.
- The OBC are entitled to 27% reservations in public sector employment and higher education.

Appointment
- The President may appoint a commission to investigate the conditions of Socially and educationally backward classes and to recommend the step to improve their condition.
- The first backward class commission was appointed in 1953 under the chairmanship of Kaka Kalekar.
- The Second backward class commission was appointed in 1979 under the chairmanship of B.P. Mandal.
- The Mandal Commission was recommended 27% reservation for OBCs in government jobs.
